整体布局
积极推进省域“多规合一”改革试点，按照中央“五位一体”总体布局和“四个全面”战略布局，牢固树立和贯彻落实创新、协调、绿色、开放、共享的发展理念，把全省作为一个整体，打破部门壁垒和区划分割，优化空间布局和资源配置，统筹各类空间性规划，建立统一的空间规划体系，划定生态红线，限定开发边界，构建统一信息平台，实现全省建设发展“一张蓝图干到底”。整体提升海南科学规划、科学发展的水平，争创中国特色社会主义实践范例，谱写美丽中国海南篇章。
This section introduces the pilot reform of Hainan Province to integrate multiple plans into one comprehensive plan. Based on the "Five-in-One Strategy" and "Four-Pronged Comprehensive Strategy" of the Chinese Central Government, the pilot reform follows the concept of "innovative, coordinated, green, open-style, and shared development"and makes planning of the province by regarding it as a unity beyond administrative divisions. Different spatial and development plans are integrated to optimize spatial layout and resources allocation under a comprehensive planning mechanism, with ecological red lines and development zone boundaries more clearly defined and a unified planning information sharing platform set up. By these efforts, it is to be ensured that the province has but one coordinated development blueprint and the only one will be followed through. Through such a scientiflic way of planning, Hainan aims to be a model in practicing socialism with Chinese charascteristics and a highlight in the Beautiful China Initiative.
